The method employed to select panel members for the research assessment exercise seems to have excluded a priori staff from new universities. There is a risk that a method involving the mutual naming of individuals whom one knows well may cause introversion and possibly stagnation in intellectual culture. Is the exclusion of new university staff merely an accident or a case of monopolistic tactics to ensure old universities' funding superiority?
