You claim the QAA warned two universities - Exeter and Lancaster - that "limited confidence" could be placed in their ability to run any overseas operations properly. The QAA said no such thing.
The report actually says: "Were the partnership to be representative, the findings of this audit would support only limited confidence in the university's arrangements for the stewardship of quality and standards in such provision."
Lancaster admits there were deficiencies in the quality management of a very small programme in Spain, and we have taken steps to remedy these. But this programme in no way reflects adversely on our other overseas collaborative provision.
