Anyone outside Wales reading A. J. H. Latham's letter ( THES , February 1) might be forgiven for thinking that all Welsh higher education institutions outside Cardiff are on the verge of becoming vassals of the capital's university.
Latham takes his desires for reality. He is reading into the Welsh Assembly's cluster plan for higher education something that is not there.
His only excuse is that the Welsh Assembly's higher education review is thoroughly confusing, half-baked and full of contradictions. It has caused concern and confusion for academics in Wales.
