It is fascinating to observe the innocent stance of the Colleges Employers Forum with regard to the concerns of Sir William Stubbs over the "democratic deficit" in governing bodies (THES, December 1).

As if to help, Roger Ward says he has commissioned a survey of colleges to ascertain the facts. In paragraph 7 of CEF Bulletin 117, April 5, 1994 and addressed to chairs of governors and chief executives, there is detailed advice that the appointment of staff and student governors is entirely optional and signed, "Roger".

Perhaps Mr Ward relies on our short memories, or, more likely, on the ignorance of influential people about the part he has played in creating the "democratic deficit".
