研究揭示公众对高考配额制不满程度

学者呼吁对这个偏袒富裕地区学生的系统进行改革

在一项最新研究揭示公众对高考配额制的不满程度后,相关学者呼吁中国逐步淘汰这项政策。

来自南京师范大学的秦晓蕾和德克萨斯大学奥斯汀分校(University of Texas at Austin)的罗斯·布坎南(Ross Buchanan)将与中国高考紧密相关的招生配额制形容为“公然侵犯中国宪法赋予公民的教育平等权”。

在发表于《高等教育政策》(Higher Education Policy)的这篇研究中,他们指出配额制“强烈偏袒”北京、上海和天津这三大城市的学生。与其他23个省份的学生相比,这些地区的学生通常能以“极低”分数进入顶尖大学,而其他省的学生本身已经“拥有较少教育资源”。每年,约有1000万学生参加高考。

这种不公平现象在“985工程”和“211工程”大学的入学数据中尤为明显。这两位学者举例称,2016年,上海约有5.6%的考生进入“985工程”大学,而河南考生能进入这些一流大学的比例仅为1.2%。

部分地区的弱势催生了“高考移民”现象——许多家庭离开低配额省份、搬到特权更大的城市,这也成为一些富裕父母将子女送往海外学习的因素之一。

公众的不满情绪有时会蔓延至大街上。 2016年,教育部决定降低多个人口稠密省份的高考配额,但不包括大城市。这导致数千名来自河北、湖北、河南和江苏省的家长进行抗议。

秦教授和布坎南先生写道,各地政府迅速回应,向家长们保证当年的省级一本大学录取率不会低于前一年。

该研究指出,尽管进行了适度改革,但政府“仍绝大多数地保留了其所支持地区的、被严格保护的特权”。在补充材料中,研究者称,“中国政治和经济精英中很大一部分人居住在北京、天津和上海”,这给了他们“维持特权地位的明显动机”。

由于缺乏高质量的问卷调查来评估公共舆论,这两位获得中国国家社科基金资助的研究者将目光转向百度搜索指标。

他们研究发现,在上述三大城市之外,人们普遍对高考配额制度感到不满,称网民“在社交媒体上疾呼”,将大城市称为“天堂”,而一些省份称为“地狱”。研究发现高考配额的政策变化可能与网上的抱怨数量增长直接相关。

两位学者呼吁“深度改革”以逐步淘汰配额制度,仅保留“尤其缺乏高等教育资源”的少数民族自治区的适度优势。他们指出,重点大学的招生应该更好地反映每个省的考生比例并根据地方政府的教育投资进行调整。

此外,他们认为应当由一个独立机构公开地进行这项改革,而该机构必须听取学术界和公众的意见来采取措施。

英国邓迪大学(University of Dundee)的经济学教授Yu Zhu表示,多项研究表明,“处于弱势的学生要进入热门大学越来越困难”。

作为联合作者,该教授与上海立信会计金融学院的研究人员共同发表的另一项研究通过计算月薪涨幅与受高等教育年限的关联性,揭示了高考配额不公平对毕业生的影响。

据研究,“普通”和专科院校的毕业生月薪涨幅回报为8%至10%,而毕业于重点高等学府的学生获得12%至16%的月薪涨幅。

这项于去年11月发表于《高等教育研究》(Studies in Higher Education)的论文指出,过去20年中国高等教育扩招导致所有大学毕业生的收入回报率下降,仅有顶尖大学特定专业的毕业生例外。

“虽然扩招政策使高等教育整体在中国越来越普及,但想要进入那些最顶尖大学以及/或者学科的竞争或许也比以前更加激烈。”他写道。

"Professor Qin and Mr Buchanan – who, in an unusual twist, received funding from a Chinese government agency"?? There's nothing unusual about investigators–foreign and domestic–receiving funding from a Chinese government agencies. The Chinese are the most surveyed people on earth. Says says author Jeff J. Brown, "My Beijing neighborhood committee and town hall are constantly putting up announcements, inviting groups of people–renters, homeowners, over seventies, women under forty, those with or without medical insurance, retirees–to answer surveys. The CPC is the world’s biggest pollster for a reason: China’s democratic ‘dictatorship of the people’ is highly engaged at the day-to-day, citizen-on-the-street level. I know, because I live in a middle class Chinese community and I question them all the time. I find their government much more responsive and democratic than the dog-and-pony shows back home, and I mean that seriously." With fifty research centers covering two-hundred sixty social disciplines and four-thousand full time PhD researchers, CASS uses questionnaires and grassroots forums, national tours, TV programs, meetings, academic conferences, and local fora to solicit suggestions. Explained one CASS planner[1], “Computers have made huge improvements in collecting and analyzing the information but still, thousands of statisticians, actuaries, database experts and technicians with degrees in urban, rural, agricultural, environmental and economic planning invest thousands of hours interpreting and analyzing this vast trove of data, statistics and information.
